The importance of our common bond ...

Dear Editor:
Recently a proposal to refinance a portion of the existing debt of Clarendon Health System was presented by our bond attorneys to the Clarendon County Council for approval.

In our haste to meet certain deadlines in order to save interest expenses which may exceed $500,000, a crucial element was neglected….the need to fully explain this action to our advisory group and the community. This was a significant omission and I sincerely apologize for my failure to anticipate the questions which would arise. Because of my error, our advisory group and supporters have “taken the heat” as they struggled to explain, without any information, why we acted so quickly…. and what the effects would be. I understand that you were put in an embarrassing situation.

After a two hour meeting Monday night with County Council to discuss the details of the proposal and answer questions, I realize that the perception by some of the public, and even those who voted for the referendum, was negative and for that I am also truly sorry.

County Council members continue to review this important question and a public hearing will be held Monday, December 1, 2008 to further answer any concerns you may have.

In the interim, I ask that you accept my apology as I acknowledge my failure to recognize the importance of our common bond and communicate appropriately on this issue.
